It had been five years since Nepal had been capable of producing its own bike. This first ever bike produced in Nepal was named ''Yaatri'' and was electronic as a plus point. But it couldn’t still be supported by Nepalese market and customers as there was no provision of registration in Nepal's law for home made vehicle production. Finally, Nepal's government has added a law that gives access to registration of home vehicle production as well.
According to the decision of the Department of Transport Management of 13th Baisakh 2080, a notice later was published informing the amendments and added new point 11.1.9 under point number 11.1 of Transport Management Procedures Manual, 2060 regarding registration of vehicles manufactured or assembled in Nepal.
The first point of the 11.1.9 says, ''may whatever be written elsewhere in this guide, the customs declaration letter of such vehicle is not required for the purposes of new registration, transfer registration, alteration registration, auction registration, re-registration and renaming of vehicles imported from abroad and assembled in Nepal or manufactured in Nepal''.
Likeiwse, the second point guides us with '' For new registration, transfer registration, alteration registration, auction registration, re-registration and naming of vehicles to be assembled or manufactured in Nepal, the assembly or manufacturing company shall issue a value-adjustment tax invoice instead of a customs declaration and the provisions related to excise duty in accordance with prevailing laws. If applicable, the customs clearance form should also be submitted''.
Earlier, Prime Minister Pushpa Kamal Dahal directed concerned officials to address concerns over the absence of provision of registering motor vehicles manufactured within the country. Taking back to Prime Minister Dahal's words, he said "I have taken seriously the complaint that the vehicles made in Nepal, including the Yatri motorcycle, are not registered". "I have directed the agencies concerned through the Chief Secretary of the Government of Nepal to immediately proceed with the process of legal arrangements to promote vehicle registration and indigenous production" said Dahal in April 23.
This law has set a new positive hope for domestic vehicle manufacturers benefitting Yatri Motorcycles in particular. It has been manufacturing two two-wheeler models since 2017, but they have not been registered yet thanks to the absence of rules to register the vehicles made in Nepal.
