
On December 18, the Dunhuang Convergence Media Center (Dunhuang Culture International Communication Center) released the Announcement on the Recruitment of International Communication Broadcast Hosts, offering attractive policy packages of either “RMB 300,000 annual salary + RMB 300,000 living allowance + RMB 300,000 housing purchase subsidy” or “RMB 200,000 annual salary + RMB 200,000 living allowance + RMB 200,000 housing purchase subsidy.” The recruitment is open to society at large and targets both fresh graduates and previous graduates, with two positions for international communication broadcast hosts dedicated to Dunhuang culture.
In accordance with the Administrative Measures for the Introduction of Urgently Needed and Scarce High-Level Talent in Dunhuang City and the Administrative Measures for the Introduction of Broadcasting and Hosting Talent of the Dunhuang Convergence Media Center, the introduction of international communication broadcast hosts is jointly organized by the Organization Department of the CPC Dunhuang Municipal Committee, the Municipal Human Resources and Social Security Bureau, and the Dunhuang Convergence Media Center.
This recruitment plans to introduce two professional international communication broadcast hosts who meet the job requirements: one Chinese national (female) and one foreign national (open to both genders). Applicants should be under 30 years of age (as of December 31, 2025). For foreign anchors and exceptionally outstanding broadcasting and hosting professionals, the age limit may be relaxed to under 35. The application deadline is January 18, 2026. For exceptionally outstanding international communication broadcast hosts, requirements may be appropriately relaxed, with no rigid criteria regarding academic degree, professional title, seniority, identity, or nationality. Particularly outstanding professionals in broadcasting, hosting, or international communication may be recruited on the principle of matching the person to the position through a “case-by-case” approach, with on-site assessment and interviews and negotiation to sign a tripartite agreement.
International communication broadcast hosts recruited into the Dunhuang Convergence Media Center may enjoy the following policy benefits (foreign anchors shall follow the standards of the first tier):
(1) Salary. Recruited talent is managed under a contract-based employment system and paid on an annual salary basis, divided into two tiers.
Tier One: Professionals who have graduated full-time with a bachelor’s degree or above in broadcasting and hosting, hold a Putonghua Proficiency Test Level 1-A certificate, possess a Radio and Television Announcer and Host Qualification Certificate, have an IELTS score of 6.5 or above or equivalent, are able to conduct fluent bilingual broadcasts, and demonstrate strong English oral communication as well as interview and writing skills (for those with overseas study or living experience, the Putonghua proficiency requirement may be appropriately lowered). The annual salary is RMB 300,000 (including both employer and employee contributions to social insurance and housing provident fund).
Tier Two: Professionals who have graduated full-time with a bachelor’s degree or above in broadcasting and hosting, hold a Putonghua Proficiency Test Level 1-B or above certificate, possess a Radio and Television Announcer and Host Qualification Certificate, have passed CET-6 or hold an equivalent English proficiency, are able to conduct fluent bilingual broadcasts, and can proficiently use English for interviews and writing. The annual salary is RMB 200,000 (including both employer and employee contributions to social insurance and housing provident fund).
Priority will be given to professionals whose broadcasting or hosting works have received national, provincial, or municipal awards, or who have relevant provincial- or prefecture-level experience in broadcasting, hosting, or international communication.
(2) Living Allowance. International communication broadcast hosts introduced will receive living allowances from the Dunhuang municipal finance according to the following standards: RMB 300,000 for professionals meeting Tier One conditions, and RMB 200,000 for those meeting Tier Two conditions. The living allowance will be issued starting from the year following the completion of the probation period and passing the assessment. Twenty percent will be paid in the first installment, with the remaining amount paid in installments over eight years, at 10% per year after passing annual assessments.
(3) Professional Title Evaluation. After completing the probation period and achieving qualified or above results in annual assessments, introduced international communication broadcast hosts who demonstrate outstanding performance may be given priority in professional title evaluation. After three years of service, they may be assessed and recognized as holding an intermediate professional title.
(4) Housing Security. For introduced international communication broadcast hosts whose families are based outside Dunhuang, a talent apartment will be provided after commencement of work. If talent apartments are in short supply, the municipal finance will provide a rental subsidy of RMB 12,000 per year, to be issued after passing the annual assessment, with a maximum subsidy period of three years.
Individuals who have continuously served in the city for more than three years (inclusive) and purchase housing within Dunhuang will be granted a housing purchase subsidy: RMB 300,000 for professionals meeting Tier One conditions and RMB 200,000 for those meeting Tier Two conditions. Those who leave Dunhuang before completing 10 years of service must return a portion of the housing purchase subsidy; the specific calculation method shall be implemented in accordance with the Administrative Measures for the Introduction of Urgently Needed and Scarce High-Level Talent in Dunhuang City (Trial).
(5) Political Benefits. Under equal conditions and based on political performance, introduced talent will be given priority for recommendation as candidates for “Party Congress representatives, People’s Congress deputies, and CPPCC committee members,” priority in applying for provincial and municipal leading talent programs, priority in commendation and recognition, and priority in professional title evaluation and appointment.
(6) Spouse Placement. If the spouse of an introduced talent is an officially employed staff member of a government or public institution and is willing to work in Dunhuang, transfer and relocation may be arranged accordingly. If the spouse was previously unemployed, priority will be given to recommending employment opportunities in Dunhuang.
(7) Children’s Education. For minor children of introduced talent who wish to attend primary or secondary schools or kindergartens in Dunhuang, enrollment procedures will be prioritized in accordance with the principle of attending schools nearby.
