The Secretary for Civil Service of the Hong Kong Special Administrative Region Government, Nie Dequan, met with the media after attending a TV show on the 13th and said that he would issue a notice to civil servants at the end of this month or early next month, and arrange for the signing of declarations through relevant departments.
Nie Dequan said that the newly recruited civil servants have signed a declaration to support the "Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China" (Basic Law), loyal to the Hong Kong Special Administrative Region and be responsible to the Special Administrative Region Government. It is expected that a notice will be issued to current civil servants at the end of this month or early next month, and a declaration will be arranged through relevant departments to confirm support for the Basic Law and allegiance to the SAR. He continued that civil servants will have one month to sign the declaration; as for the permanent secretary and department heads, an oath ceremony will be arranged separately.
Nie Dequan said that upholding the Basic Law, loyal to the Hong Kong Special Administrative Region and being accountable to the Hong Kong Special Administrative Region Government are the basic responsibilities of civil servants as well as the basic conditions of civil servants. He believes that when civil servants joined the SAR government on the first day, they had already assumed this responsibility. Therefore, signing the declaration and oath is a confirmation and a promise.
